The Sync Level:
The sync pulse signal produced at the beginning of each video scan line which
keeps a video monitor's horizontal scan rate in step with the transmission of each
new line. Also known as the pedestal, it is the voltage level produced which separates
the portion of the video signal containing the picture information from the portion
containing the synchronizing information. This voltage makes the electron beam
"invisible" as it moves to draw the next visible line.

Once the unit initializes, it enters into Sync measurement mode "SYC".
While in this mode we are measuring the Sync to the back porch of the
sync signal. The VM-417 has the ability to read 0-80 IRE while in sync
mode, an optimum level is 40 IRE.
